The U.S. Senate is entering a critical week for the Clarity Act, a bill that would create a federal regulatory framework for the cryptocurrency industry. The legislation has drawn renewed support from crypto companies and industry groups while also facing opposition from the National Sheriffs’ Association over concerns about decentralized finance and anti-money laundering rules.

Coinbase CEO Brian Armstrong publicly backed the legislation ahead of the expected Senate vote, calling for lawmakers to establish clear rules for digital assets. At the same time, the Blockchain Association rejected claims that the bill would weaken law enforcement powers, arguing that the proposal maintains strong compliance requirements for crypto intermediaries.

Brian Armstrong Calls for Senate Support

Brian Armstrong urged lawmakers to approve the Clarity Act, saying the legislation reflects years of bipartisan work to establish rules for the U.S. cryptocurrency market. He said clear regulations would protect consumers, provide law enforcement with additional tools, and encourage crypto businesses to operate within the United States instead of moving overseas.

Armstrong also pointed to support for stronger banking participation in digital assets. He said the bill would allow banks to expand stablecoin and cryptocurrency services under a clearer regulatory framework. He added that the Senate vote would show which lawmakers support ““common sense legislation”” for the digital asset industry.

The Coinbase chief also said the legislation responds to public demand for regulatory clarity. He argued that clearer rules would help strengthen the country’s position as a financial and technology center while supporting business growth and employment.

Blockchain Association Rejects Law Enforcement Concerns

The Blockchain Association sent a letter to Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer challenging objections raised by the National Sheriffs’ Association.

The law enforcement organization previously argued that the Clarity Act contains broad exemptions for decentralized finance and could weaken anti-money laundering, sanctions, and know-your-customer requirements. The group also urged lawmakers to narrow or remove the Blockchain Regulatory Certainty Act section from the legislation.

The Blockchain Association rejected those claims, stating that the bill places ““rigorous obligations”” on crypto intermediaries while giving authorities tools to investigate financial crimes. The group said the legislation separates software development from financial services rather than creating broad exemptions.

Chief Policy Officer Lindsay Fraser said ““it’s really important to correct the record on any kind of existing misconceptions about the bill.”” Fraser also said the proposal keeps a clear distinction between financial intermediaries and developers who build non-custodial software.

The association also noted that another group of 160 former law enforcement and national intelligence officials previously expressed support for advancing the legislation, arguing that the measure would provide legal certainty while preserving enforcement authority.

Senate Faces Limited Time Before August Recess

The Clarity Act enters an important stage as senators prepare for the August recess. Senate Majority Leader John Thune said an initial procedural vote is still expected before lawmakers leave Washington, Bloomberg reported.

The Senate must first approve a procedural motion before moving to debate and vote on the legislation. Time remains limited because lawmakers are scheduled to begin the August recess later this week, leaving only a short window for action before attention shifts toward the November elections.

Negotiations also continue over ethics provisions requested by Democratic lawmakers. Those discussions focus on language related to President Donald Trump’s cryptocurrency interests, including his connections to World Liberty Financial and a memecoin launched before his inauguration.

Lindsay Fraser said the Blockchain Association’s latest letter aims to resolve remaining concerns outside the ethics debate. She said,

“When an ethics deal is reached, we’re ready to hit the floor and get as many votes as we can. ”
