Senators are preparing to meet President Donald Trump at the White House as negotiations over the CLARITY Act enter a critical stage, with ethics language still unresolved before the Senate’s August recess.
Trump Meeting to Address Crypto Bill Progress
Several senators are expected to brief Trump on the digital asset market structure bill and its “path to success.” Senator Bernie Moreno said lawmakers will discuss the full bill, including the areas still under negotiation.
Moreno said the president has remained closely involved in the crypto policy push. He added that Trump has helped drive the innovation behind the bill, which aims to create clearer rules for digital asset markets in the United States.
The meeting comes as lawmakers work through one of the most disputed parts of the legislation. The main open issue remains an ethics provision covering senior government officials and personal crypto business interests.
Democrats have said the ethics language is needed before they support final passage. Their votes remain important because the bill needs bipartisan backing to move through the Senate.
Ethics Language Remains Unsettled
The ethics debate has focused on Trump’s business ties to the crypto industry. Some Democratic senators want rules covering the president, vice president, and members of Congress.
Senator Cynthia Lummis said lawmakers are still deciding whether to release draft text with or without completed ethics language. She said a draft could still come out with brackets marked for later ethics language.
Lummis added that a final version could take “a few more days” if leaders wait for full agreement. That timing remains important because Senate leaders are trying to keep the bill moving before the recess.
The talks remain sensitive because any final language may affect what Trump is willing to sign. Some senators are still weighing whether the bill should restrict active crypto business interests held by elected officials.
Senator Thom Tillis said lawmakers need an agreement soon if they want the bill on the floor before August. He said,
“I’m hoping that we can come up with some agreement by the end of this week.”
Senate Deadline Meets Global Crypto Pressure
Senate Majority Leader John Thune said he hopes to bring the CLARITY Act to the floor during the current work period. That window ends on August 7, when lawmakers are scheduled to leave Washington.
Thune also left open the chance of a vote even without a final bipartisan deal. Asked if he would move forward without full agreement, he said, “at some point, we’ll vote on it, yeah.”
Patrick Witt, executive director of the President’s Council of Advisers for Digital Assets, urged faster action. He said the world would not wait for America, adding that the US must pass the CLARITY Act or risk letting other countries set global digital asset rules.
Witt’s comment followed reports that Japan had recognized crypto assets as financial products after passing changes to its Financial Instruments and Exchange Act. Supporters of the US bill argue that global movement adds pressure on Washington to finish its crypto framework.
