Key Takeaways:

  • Russia offers non-qualified investors a limit of purchasing up to 300,000 rubles worth of crypto per year via intermediaries.
  • Bitcoin, Ethereum, and Tether’s USDT are the first assets available for public exchange trading.
  • All investors are required to complete a crypto risk test before making any transactions, and qualified investors will not have caps on their purchases.

The Central Bank of Russia is taking steps to introduce more regulation into retail crypto investment. The proposed blueprint will restrict non-qualified investors’ holdings but allow regulated transactions for a handful of highly fluid crypto assets.

Bitcoin, Ethereum and USDT Make the Initial List

The Bank of Russia said its draft rules would allow only cryptocurrencies meeting specific liquidity and market-history requirements to be available for public trading on exchanges.

The initial list contains Bitcoin (BTC), Ethereum (ETH) and Tether’s USDT. The regulator said its selection considers factors including market capitalization, average daily trading volume and price-history data from foreign markets.

Eligible cryptocurrencies must have a minimum of five years of market trading data available on other markets. This makes it more focused on assets that have more liquidity and trading history, not on smaller or newer tokens.

The framework aims to reduce retail to the limited exposure to crypto assets which can have unpredictable, volatile prices.

Retail Crypto Purchases Face a 300,000-Ruble Cap

As per the proposed rules, non-qualified investors will have the ability to buy up to 300,000 Russian rubles worth of qualified cryptocurrencies per intermediary per year.

Limits would be applicable independently to various categories of intermediaries, such as brokers, crypto exchange services and asset managers. The structure allows the intermediary level, rather than an annual cap, per platform.

The move is seen as more consumer protection when retail investors hop on the crypto bandwagon, the Bank of Russia said.

Qualified Investors Get Wider Crypto Access

Differentiated treatment would be meted out to qualified investors. They would be allowed to purchase cryptocurrencies traded on both exchange and over-the-counter markets without the proposed retail purchase limit.

This provides a clear distinction between the two categories of investors with limitations on access of retail investors and wider access of more experienced and sophisticated investors to a wider variety of crypto assets.

All investors, including registered investors, should undergo tests and review the risks of investing in cryptocurrencies before engaging in such investments, according to the rules.

Bank of Russia Opens Public Consultation

The asset- and limit-selection proposals are included in a draft regulatory instruction that is currently under discussion.

The Bank of Russia’s public consultation on the draft document started on August 17, 2026, and will run until August 24, 2026. The consultation allows industry stakeholders to give feedback prior to the framework proceeding to implementation.
