What Saylor Says Could Support a $100 Trillion Industry

Digital assets could grow into a $100 trillion industry if millions of people and companies can develop useful financial products, Michael Saylor argues. The Strategy Inc. (Nasdaq: MSTR) executive chairman set out that projection in a Sept. 26 essay on digital asset rights. It is his view of the industry’s potential, not a measured market value or a forecast with a stated deadline.

Saylor calls for a foundation of rights to create, issue, custody, transfer, and use digital assets. He says policymakers should judge rules by what owners can do after they take effect. His criticism of the CLARITY Act is that its approach placed too much emphasis on restrictions, even as he calls protecting the industry from a hostile future administration a reasonable goal. His earlier position on CLARITY also centered on bringing useful products to market.

Digital Dollars and Securities Owners Can Move

Dollar-based digital products should be open to competition among banks, financial technology companies, and technology platforms, Saylor argues. He also wants issuers to compete on yield, allowing customers to compare returns, services, and disclosed risks. A dollar-linked stablecoin is one form of digital dollar, though products can differ in their structure and protections. Saylor calls for legal changes where existing rules prevent the competition he proposes.

For tokenized securities, his focus is the owner’s ability to move an asset. A tokenized stock could be represented on a blockchain, but Saylor argues that owners should also be able to choose custodians, transfer the holding, and compare financing terms. That would require more than issuing a digital representation while keeping it confined to the same providers.

A tokenization framework for issuing shares shows one area of market development. Saylor’s proposal goes further by emphasizing what happens after issuance: whether the investor can take the asset to another service provider and use it in a competitive market for custody or credit.

Privacy, Compliance, and Everyday Payments

Routine financial activity should carry fewer reporting and identity-check burdens, according to Saylor. He calls for higher, inflation-adjusted transaction reporting thresholds and protections for ordinary transfers. The Government Accountability Office estimated in 2024 that the $10,000 cash transaction reporting threshold, set in 1972, would have been about $72,880 in 2023 after inflation adjustment.

He also wants customers, with their permission, to reuse trusted identity credentials across financial providers. Institutions would still assess risks and monitor suspicious activity under his proposal. Repeatedly collecting the same documents, he argues, adds delays and creates more copies of sensitive information.

Everyday payments raise a separate tax issue. The Internal Revenue Service’s digital asset rules can require a person who spends a digital asset to calculate a gain or loss. Saylor proposes a meaningful exemption for ordinary digital asset payments, large enough for ordinary purchases and indexed to inflation. He distinguishes a cap on the purchase amount from a threshold based on the taxable gain.

Financial Tools for AI Agents

Saylor expects AI agents to research, negotiate, and make purchases on behalf of people and companies. He argues that such software will need wallets, programmable payments, transferable assets, and services available around the clock. AI agent payment systems are already being developed, although the scale of future demand remains uncertain.

His policy agenda assigns roles to the SEC, the Commodity Futures Trading Commission, Treasury, banking regulators, and the White House. He also argues that technological capability should be a national priority, including enabling students to learn with AI and entrepreneurs to build with it. In his view, widely used financial products would give people a concrete reason to support the rights needed to keep using them.

The Strategy executive chairman closes his projection with a condition: reaching the scale he imagines would require millions of people and companies to experiment with new ways to create and organize capital.
