The U.S. Senate is set to vote Tuesday on the Clarity Act, a sweeping cryptocurrency bill that could reshape how digital assets are regulated in America. The final draft text was released by Senate Republicans ahead of the September 15 procedural vote.

The bill includes new ethics language pushed by Senators Thom Tillis and Ruben Gallego. These rules would apply conflict of interest restrictions to federally elected officials, judges, and their spouses.
President Trump reportedly met with advisers on Friday to discuss the ethics provisions. Senate Banking Digital Assets Subcommittee Chair Cynthia Lummis said Trump voluntarily agreed to some of the toughest ethics restrictions in U.S. history.
The final text also gives the Treasury Secretary new authority to prevent deposit flight tied to payment stablecoins. It shields developers from money transmission registration requirements and creates a civil safe harbor.
“After a year of intense daily bipartisan negotiations, this bill is ready,” Lummis said.
Crypto Stocks Move Higher
Markets responded quickly to the news. Coinbase jumped more than 7% to $187.76 in Monday morning trading. Circle Internet gained 4.35% to $94.54.
Other crypto-related stocks also moved up. Bullish gained 9.45% to $38.44. Figure Technology rose 3.96% and Gemini Space Station added 3.14%.
Strategy gained 2.18% to $133.83. Analysts describe it as a Bitcoin proxy rather than a direct regulatory winner.
Bitcoin climbed 1.66% to $78,113.69. Ethereum rose 0.88% to $2,499.50.
Analysts at Investing.com noted Coinbase as the clearest beneficiary if the bill passes, given its exposure to exchange activity, custody, and stablecoin services. Coinbase management has said they are pursuing SEC and CFTC routes regardless of the vote outcome.
What Analysts Are Watching
Compass Point upgraded Bullish to Buy and raised its price target to $51, citing the Clarity Act and tokenized equity opportunities. The stock was trading near $36 premarket, suggesting some optimism is already priced in.
Circle Internet is seen as a key stablecoin trade. Its stock remains roughly 27.71% below its 52-week high.
Robinhood Markets rose 1.21% and carries both daily and weekly Strong Buy technical signals. Analysts say it is less dependent on one regulatory outcome than some peers.
The vote requires 60 Senate votes to advance, making the result uncertain. Analysts warn that even if the bill passes, markets could sell the news after pricing in the outcome. A failed vote would likely hit the highest-policy names hardest.
